Paul C. Tseng

Paul, a nationally recognized authority on commissioning, is a passionate man known in the engineering community for many “firsts” in the advancement of high performance buildings and integrated design. He has been engaged in commissioning since the beginning stages of the practice, having served on the Guidelines Committee for ASHRAE Guideline 0 on the Commissioning Process and on the Guideline 1 for the HVAC commissioning process.

Paul commissioned some of the very first LEED certified buildings in history, including many prominent landmarks. His impressive project profile includes the first certified convention center in North America and the largest green building in the world, The David L. Lawrence Convention in Pennsylvania. Additionally, he served the Commissioning Authority for the LEED Platinum Certified U.S. Green Building Council Headquarters project in Washington, DC, the LEED Gold Certified Seven World Trade Center project in New York City, and the first LEED Gold certified building in Beijing China, the Prosper Center.

Paul’s passion for building design has spanned his 35 year career. Known as an effective team leader, program innovator and manager, he has worked as a design consultant and energy efficiency expert for industrial, governmental and institutional clients. As a result of his steadfast commitment to the building industry, Paul has been honored with over a dozen prominent industry awards. In 2005, he received the highest honor awarded in the commissioning industry, the prestigious Benner Award for his contribution to the commissioning profession and the growth of the industry. Additionally, he twice received the Energy Manager of the Year Award, as well as the U.S. Green Building Council’s Member of the Year Award. He is also a widely published author and has served on the editorial board for HPAC Engineering Magazine.

Paul’s commitment to the building industry extends beyond ABP. Since 1992, he has been a professor of commissioning and LEED certification at the University of Wisconsin-Madison School of Engineering Graduate School’s Professional Development Program. He also taught at George Washington University’s Graduate School of Engineering. Furthermore, he has provided significant pro-bono professional services to non-profits and other institutions and associations.

Prior to founding ABP, Paul served as the Chief Facilities Engineer at Montgomery County Government. In this role, he initiated and implemented a nationally recognized total building commissioning program. He also served as Northeast Regional Director for Energy Consulting Services at CH2M Hill.

Over the years, Paul has found time to develop another passion for sampling Chinese food restaurants in the Washington Metropolitan area. He has dined at almost all of the local area restaurants and he has developed personal relationships with many of the owners. Should you need a restaurant recommendation, Paul is the restaurant citric you should consult.

Stephen V. Stoltz

Senior Project Manager

Having managed and supported energy conservation and load management program for over 30 years, Steve knows first-hand how the industry and technology has evolved over the course the years. As a Senior Project Manager, Steve draws upon his extensive knowledge to work with major trade contractors through the critical commissioning milestones of installation verification, startup and mock-up reviews, ATC controls integration and functional performance tests.  Prior to joining the dynamic field of building commissioning, Steve worked for various energy-related organizations, including utilities, research organizations and government clients on the assessment of new technologies; end-use load research; field data collection and utility rate-conservation studies. Steve has also worked on the technical side of HVAC equipment controls, helping to develop building measurement and control systems, as well to assisting in their design, selection, economic and performance analysis.

 

Ada Ma

Project Manager

As a Project Manager at ABP, Ada is quick to cut to the heart of a problem and offer practical and efficient solutions. She is a vital part of our commissioning team. She draws on her 11 years of experience in the real estate and construction sectors to keep our projects on track. Ada works on-site to coordinate every facet of the commissioning process. She has experience with all aspects of real estate including permitting, sales, financing, construction, and government and community relations. Formerly of Struever Bros. Eccles & Rouse, Ada has managed the development and construction of multiple mixed-use residential projects and condominiums worth over $100M.  Outside out of work, Ada draws upon her strong organization skills to serve as a chairperson of the annual Baltimore Dragon Boat Challenge, a regatta event with over 20 competing teams.  Ada had been a member of the Baltimore Dragon Boat Club since the club’s inception four years ago.

 

Justin Iovenitti

Project Manager

Justin is a firm believer in the importance of protecting natural resources. He spent seven years as an architectural designer working on a wide range of projects, with a focus on the institutional market. A desire to concentrate more specifically on building efficiency then resulted in a transition to the field of energy auditing. As a building analyst, he performed over 300 audits of residential and commercial properties up to 150,000 GSF. Justin joined the team to help deliver high performance buildings that result in reduced environmental impact. He is a registered architect in Maryland, a LEED AP BD+C and a BPI Multifamily Building Analyst. In his spare time, Justin enjoys golfing and playing guitar. His fall weekends are spent watching college football, much to the chagrin of his wife. Together they have a daughter, son and two cats.

 

Michael SC Tseng

Project Manager and IT Director

As a Project Manager at ABP, Michael has enjoyed fifteen years of technical consulting experience across many different commercial industries and government policy areas.  Michael brings a creative and multi-disciplinary approach drawn from prior experience as a systems industrial engineer, a policy and data analyst, and as an applications and database developer. He offers a balanced combination of engineering and business problem-solving expertise.
